Oman Introduces Single Permit System to Boost Green Hydrogen Development
Key Ideas
  • Hydrom in Oman introduces a Single Permit System to streamline approvals for green hydrogen projects, reducing the permitting burden faced by developers.
  • A land block near Duqm is prepared for project proposals, with a minimum requirement of 100 square kilometers, aiming to boost green hydrogen development.
  • The Single Permit System simplifies the process by issuing a single automatic permit on the day of award, eliminating the need to engage with multiple government ministries and agencies.
  • Hydrom also explores allowing developers to sell surplus renewable electricity, potentially increasing investment attractiveness for green hydrogen projects in Oman.
Hydrom in Oman has announced the launch of a Single Permit System to simplify the approvals process for green hydrogen developers. This initiative is part of efforts to ease the substantial burden faced by developers when securing access to land for project development. By introducing a one-stop system, Hydrom aims to streamline the process and grant developers immediate access to their allocated land without the need to engage with multiple government ministries and agencies. The announcement was made during a webinar to kick off Oman’s third green hydrogen auction round, with a land block near the Special Economic Zone at Duqm being prepared for project proposals covering a minimum of 100 square kilometers. The Single Permit System is a key outcome of the National Green Hydrogen Ecosystem Readiness Laboratory, and it is designed to save valuable time for developers and reduce administrative complexity. In addition to the new permitting system, Hydrom is also considering allowing developers to sell surplus renewable electricity, a feature not available in earlier auction rounds. This potential policy shift could significantly enhance the investment appeal of green hydrogen projects in Oman, as long as it does not impact the minimum hydrogen production targets for each block and complies with the country's existing regulatory framework.
