The Rajasthan Electricity Regulatory Commission (RERC) has released the Rajasthan Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access) Regulations, 2025. These regulations are designed to boost renewable energy uptake in the state. Captive renewable energy projects can now have a capacity of up to 200% of the consumer's contract demand. If the capacity exceeds 100%, a battery energy storage system (BESS) is mandated to ensure grid stability. New renewable energy projects above 5 MW must also install energy storage systems for efficient integration. The regulations allow consumers with a contract demand of 100 kW or more to procure green energy through open access. Green open access is divided into long-term, medium-term, and short-term categories, with preferences given based on the duration of access. Applications for green energy open access must be submitted through a centralized portal, and preference is given to green energy consumers within the same access category. The regulations also outline transmission charges and exemptions, with projects involving green hydrogen or ammonia receiving additional waivers.
