Key Ideas
  • French Ministry of Industry and Energy initiates competitive dialogue phase for supporting decarbonized hydrogen production with 10 candidates and a total electrolysis capacity of 388 MW.
  • New national strategy aims to support 1 GW of electrolysis capacity with an estimated €4 billion, part of the country's energy and industrial sovereignty goals.
  • Competitive dialogue process ensures equal opportunities for candidates, with final winners to be announced in early 2026 after the completion of the dialogue phase.
  • The support mechanism will aid in the gradual deployment of hydrogen solutions, enhancing technological, economic, and competitive maturity in the sector.
The French Ministry of Industry and Energy has announced the launch of a competitive dialogue phase to support the production of decarbonized hydrogen in France. This phase involves 10 candidates participating in the process, aiming for a cumulative electrolysis capacity of 388 MW. The mechanism offers support to winning hydrogen producers for up to 15 years post-commissioning of production facilities, aligning with the national strategy for decarbonized hydrogen. The strategy targets a support level of 1 GW of electrolysis capacity, representing a substantial €4 billion investment. This initiative is crucial for France's energy and industrial sovereignty and contributes significantly to the country's decarbonization efforts. The first wave of the hydrogen production support system, launched in December 2024, saw 16 applicant companies submitting projects totaling over 1,400 MW. However, only around 400 MW of electrolysis capacity were selected for support, highlighting the competitiveness of the selection process. The competitive dialogue, managed by the Directorate General for Energy and Climate and ADEME, aims to refine specifications in consultation with candidates, ensuring alignment with market realities. This approach guarantees equal opportunities for all candidates involved. The process will culminate in the announcement of winning projects in early 2026. The support mechanism is designed to promote the gradual deployment of hydrogen solutions, fostering technological advancements, economic growth, and competitive maturity in the sector. Its validation by the European Commission is underway, emphasizing its significance on a broader scale. The initiative underscores France's commitment to sustainable energy practices and positions the country as a key player in the hydrogen market.
