A recent study conducted by the Council on Energy, Environment and Water (CEEW) with support from the Ministry of New and Renewable Energy (MNRE) in India highlights the significant potential of the country's green hydrogen sector. The study indicates that the sector could unlock an additional INR 5 lakh crore (USD 61 billion) through the utilization of existing state-level policies. It emphasizes that 12 states in India are already providing policy support that complements the National Green Hydrogen Mission, thereby creating opportunities for both domestic production and exports. The report underscores the crucial role of green hydrogen in decarbonizing heavy industries and powering sectors like shipping, aviation, and heavy transport. It also positions green hydrogen as a viable long-duration energy storage solution. The study identifies seven key states, including Odisha, Maharashtra, Tamil Nadu, and Gujarat, as pivotal to India's green hydrogen roadmap, contributing 92% of the total estimated state-level support. The state-level incentives encompass various power and non-power-related benefits such as capital subsidies, interest subsidies, and exemptions on electricity duty. Notably, power-related incentives constitute a significant portion of the support, highlighting the importance of affordable renewable electricity in driving the economic viability of green hydrogen. Hemant Mallya, a Fellow at CEEW, emphasized that India's ambitious green hydrogen targets are well-supported by strong financial incentives at both central and state levels. He stressed the need for streamlined clearances through effective center-state coordination for the realization of the mission's objectives. While the study provides a comprehensive assessment of the potential financial support available, it acknowledges that achieving these targets will depend on market dynamics and effective policy execution. The study also outlines the importance of industry capitalizing on these incentives to initiate on-ground projects for both domestic consumption and export, marking a crucial next step in India's green hydrogen journey.
