The proposed development includes using electrolysis to create hydrogen from water, powered by nearby wind and solar farms, and storing it in high-pressure trailers for transportation. The facility will also handle controlled substances like diesel and sodium hypochlorite, all regulated under hazardous materials law. Safety measures, including layout design, risk assessments, and compliance with Control of Major Accident Hazards (COMAH) Regulations, are highlighted in the application.
