Bihar's Cabinet has approved the Renewable Energy Policy 2025, a significant step towards scaling up clean energy in the state. The policy aims to achieve 23,968 MW of clean energy capacity and 6.1 GWh of storage, replacing the 2017 framework. By setting an ambitious target effective for five years, Bihar aims to position itself as a frontrunner in India’s net-zero journey by 2070. The policy focuses on fostering sustainable urban ecosystems and equitable economic growth through innovative energy solutions. Crafted by the Bihar Renewable Energy Development Agency (BREDA), the policy draws inspiration from successful renewable energy models in states like Maharashtra, Andhra Pradesh, and Gujarat. It incorporates stakeholder inputs to promote practical innovation in the energy sector. The policy targets a wide range of technologies, including solar, wind, biomass, green hydrogen, geothermal, and pumped storage. To attract private capital, the policy offers investor-friendly incentives such as exemptions on stamp duty, electricity duty, and SGST. It also streamlines the approval process with single-window clearances and relaxes rooftop solar norms. The Energy Minister of Bihar, Bijendra Prasad Yadav, considers this policy as a milestone in the state's sustainable development journey, giving credit to Chief Minister Nitish Kumar's vision. The focus on initiatives like solar irrigation pumps for rural farmers aims to provide reliable power, reduce diesel dependency, and cut emissions. By emphasizing renewable energy zones and hybrid parks, the policy ensures inclusive participation, empowering small businesses and creating jobs across different sectors. Despite India's heavy reliance on coal-based electricity, Bihar's push for 44% green energy by 2030 is a significant shift from its current 15% share. The Energy Secretary, Manoj Kumar Singh, highlights transformative projects like the proposed 1,200 MW solar plant by Sun Pharma, backed by a substantial investment, which is expected to turn Patna into a clean energy hub, enhancing the city's livability. The policy also aligns with global sustainability trends by offering green tariff options and support for carbon credits, promoting responsible consumption. By integrating battery storage and ensuring reliable grid access, the policy aims to reduce power outages in both urban and rural areas.
