The UK government is looking to enable the road use of hydrogen-powered non-road mobile machinery (NRMM) and agricultural vehicles by addressing regulatory barriers. The current Road Vehicles (Construction and Use) Regulations 1986 do not allow the use of hydrogen-powered NRMM on public roads without a vehicle special order (VSO). Manufacturers have identified hydrogen as a viable solution for decarbonizing sectors where battery electric power is not practical. The proposed amendment aims to allow the use of machinery fueled by hydrogen, meeting certain requirements, on public roads. It also seeks to address safety concerns by mandating compliance with UN hydrogen safety regulations for road vehicles. The scope of the amendment would cover machinery originally designed to run on hydrogen, while preventing unsafe retrofits of diesel or petrol NRMM to operate on hydrogen. The consultation period, running from 27 March 2024 to 24 April 2024, invites responses on key questions, including enabling road use of hydrogen-powered NRMM, limiting the amendment to new machinery, options for safe retrofitting, and ensuring comprehensive hydrogen safety measures. It also seeks feedback on proposed vehicle categories and safety standards. By harmonizing with international safety standards and proposing clear guidelines, the UK aims to facilitate the adoption of hydrogen technologies in NRMM and agricultural vehicles. The proposed approach is viewed positively as a step towards achieving low emission and zero-emission goals in the transportation sector.
