On 25 June 2025, the European Commission adopted the Clean Industrial Deal State aid Framework (CISAF) to support renewable and low-carbon energy deployment, industrial decarbonisation, and clean technology manufacturing across the value chain. The CISAF replaces the Temporary Crisis and Transition Framework, offering a stable planning horizon until 2030. Member States can design aid measures to accelerate the net-zero transition, including support for renewables, low-carbon fuels, and nuclear technologies. It simplifies and speeds up the assessment of State aid schemes, providing flexibility in designing aid instruments and methods. The CISAF includes safeguards to minimize competition distortions and ensure aid does not displace investments into cleaner alternatives. Member States can use other State aid communications for more complex measures, with strict criteria to justify decarbonisation aid. The CISAF aims to boost private investments in decarbonisation efforts and manufacturing capacity, aligning with the European Commission's Clean Industrial Deal for a competitive and decarbonised EU industry.
