France's Strategic Move: Stimulating Decarbonized Hydrogen Production
Key Ideas
  • The French Ministry of Industry and Energy has initiated a competitive dialogue phase for decarbonized hydrogen production, with 10 candidates vying for a total electrolysis capacity of 388 MW.
  • A new national strategy aims to support 1 GW of electrolysis capacity with an estimated budget of €4 billion, focusing on decarbonized hydrogen production.
  • France's support mechanism for hydrogen production is designed to enhance energy sovereignty, industrial decarbonization, and pave the way for broader hydrogen solutions deployment.
The French Ministry of Industry and Energy has unveiled a significant step towards decarbonized hydrogen production by launching the competitive dialogue phase. With 10 candidates in contention, the total electrolysis capacity targeted is 388 MW. This move is a part of the national strategy aimed at backing 1 GW of electrolysis capacity with a substantial budget of €4 billion. The initiative, which will extend support to winning hydrogen producers for up to 15 years post-facility commissioning, reflects a strategic emphasis on decarbonized hydrogen in line with the revised national strategy disclosed by the government. Earlier in December 2024, the first wave of the hydrogen production support system was initiated with a capacity of up to 200 MW, attracting projects exceeding 1,400 MW. Following a competitive dialogue process conducted by the Directorate General for Energy and Climate and ADEME, 10 projects meeting necessary criteria were selected for participation. This meticulous approach ensures that specifications align closely with market realities. The support mechanism not only bolsters energy and industrial sovereignty but also facilitates industry decarbonization. The validation of this initiative by the European Commission is currently in progress, signaling a significant step towards advancing hydrogen solutions.
